The event to get the Burger King skin and other BK-themed rewards is a limited time event that started on November 7th and exists while supplies last. Basically, you have to go to a participating Burger King location in one of the participating countries and purchase theCall of Dutymeal. Upon doing so, you will receive a code that you can input on theCall of Dutyofficial website, to redeem another code to activate on your account.
Unfortunately, it will require twoCall of Dutymeal purchases at Burger King to receive all the rewards, including the skin. Here are all the rewards:

What countries are eligible to unlock all the rewards
Unfortunately, this promotion isn’t available worldwide. While the codes can be activated in any region, only certain countries have Burger King locations where this promotion is running. Here are the countries currently participating:
Even if you don’t live in these countries, if you happen to have a friend who does they can by the meal then share the code with you. Or you could of course try sites like eBay, though the price seems to be a bit astronomical at the moment.
